摘要

在高学术水平科技期刊发表高影响力的论文是所有科技工作者的共同期望。如何科学评价一本科技期刊的学术水平和影响力是一个重要的问题，比较公认的衡量标准是一本科技期刊是否被权威的科技论文搜索与引文数据库收录。由于历史的原因，目前论文发表居于统治与支配地位的仍然是以英文发表的论文，所以，国际公认的权威科技论文搜索与引文数据库自然成为所有科技工作者关注的焦点。
